Job Description
Serves as a Flight Surgeon and managing Physician of the Aerospace Medicine Virtual Hiring Team (VHT). Primary responsibility is to manage the Air Traffic Control Specialist (ATCS) Applicant Medical Clearance program for the Office of Aerospace Medicine. The Physician is a recognized medical authority who manages highly complex and challenging activities under the minimal direction of a Senior Regional Flight Surgeon or top-level agency executives. The incumbent provides expert advice and technical knowledge to subordinate VHT staff, and reviews ATCS applicant medical records, rendering aeromedical certification decisions. The Manager of the Virtual Hiring Team - Flight Surgeon (VHT-FS) makes medical certification decisions following AAM established procedures and orders. This position directs the work of subordinate managers and employees at the organizational unit level. The Manager of VHT-FS is responsible for developing and communicating regional positions on Aerospace Medicine policy and operational issues, as well as ensuring consistency in regional program standards, policies, and operations. The Manager communicates the organization's vision and objective, sets priorities for subordinates, assigns tasks and responsibilities, monitors, and evaluates performance, develops staff and organizational capabilities, approves leave, and initiates or takes disciplinary action. The Physician's professional activities directly affect the national goals of the Office of Aerospace Medicine (AAM). The incumbent oversees, administers, and directs the Air Traffic Control Specialist (ATCS) Applicant Medical Clearance program, which is the medical application process for all new hire Air Traffic Control Specialists. This position provides medical advice to agency lines of business and may represent AAM/FAA in litigation matters, as needed. The work of this position contributes directly to the safety of aerospace and civil aviation. As a recognized medical authority, the Physician provides professional advice and guidance to FAA officials in aerospace medical matters, conducts and participates in medical education programs for ATCS applicants. Furthermore, supports selected aerospace medicine research and medical standards validation efforts. Exercises extensive medical authority and judgment in the management of the program, and to accomplish regional objectives with new, unique, or controversial situations or requirements, and makes program decisions on issues. Provides expert program advice to FAA management officials on issues of significant interest to the Air Traffic Organization, Human Resources, Congress, aviation industry, and the flying public. The guidance given affects aerospace and aviation safety, and the success or failure of agency programs. The Manager of VHT-FS represents the Federal Air Surgeon on all medical matters related to the Air Traffic Control Specialist (ATCS) Applicant Medical Clearance program. Contacts are internal and external to AAM, to include officials of DOT and FAA, ATO, ATCS applicants, the flying public, and representatives of the aviation industry to resolve significant or controversial issues affecting aerospace and aviation safety. As a recognized medical authority and expert final work is reviewed for success in achieving planned results, not technical merit. Performs other related duties as assigned.
