Job Description
Supports the AXH mission and objectives by directing and leading AXH work related to the Air Carrier Safety Assurance Division. Exercises managerial direction, leadership, and oversight to support staff responsible for the coordination and completion of functions in support of the Division Manager. Leads and manages the complex work on safety oversight of hazardous material in air transportation. Directs and leads work through subordinate Hazardous Material Aviation Safety Inspectors (HMASIs), Senior Technical Advisors and staff responsible for the coordination and completion of all facets AXH risk-based oversight programs. Oversees the operational implementation of all air carrier safety assurance risk-based oversight, surveillance planning, and operational implementation. Leads completion of mission critical subordinate staff work objectives, which may require making decisions on behalf of the Division Manager in support of accomplishing AXH strategic initiatives. Directs the work of subordinate employees to include, but is not limited to: setting priorities, assigning tasks, monitoring and evaluating performance, coaching and developing employee capabilities, approving leave, and taking or recommending corrective/disciplinary action, as appropriate. Uses assigned budget, staff, and other resources to plan and accomplish project/program objectives. Manages budget and requests additional resources as needed. Contributes to budget planning process and projects short-term and long-term funding needs. In addition, provides advice and guidance, as a technical expert on Hazardous Material technical issues; coordinates and collaborates with the Senior Technical Advisor for Safety Resolution on compliance and enforcement related issues; coordinates and collaborates with other Senior Technical Advisors to implement and oversee compliance and mitigation of safety risks; coordinates and collaborates with other Supervisory Hazardous Materials Aviation Safety Inspectors and Senior Technical Advisors to implement and oversee the compliance non certificated parties that may enter risk in to the supply chain; coordinates all safety assurance and safety resolution processes in consultation with AXH-300. Provides leadership with status, outcomes and projected gaps for future oversight activities and business plan targets. Leads and directs the hazardous materials systems oversight of all safety oversight activities; and reports progress through program trackers keeping AXH-300, AXH-2 and AXH-1 well informed and provides timely updates on operational issues supported by any data when appropriate. To support strategic initiatives, applies experience and expert technical knowledge of Safety Management Systems (SMS), complex air carrier operations, as well as an understanding of new technologies and methodologies, to perform critical tasks requiring the development of new concepts, systems, or innovative approaches. Identifies and recommends resolution processes to highly complex or emerging problems or issues which often cross organizational boundaries and impact the accomplishment of FAAs strategic objectives. Predicts potential issues and proposes recommendations for preventive action related to SMS, SRM, and the Compliance Program. Contacts are internal and external. May represent the Agency as the primary technical authority for major projects and programs in the areas of Aviation Safety. Formulates and recommends organizational positions in writing and presentation on major projects/policies/ issues to senior management. Applies an advanced knowledge of the technical aspects of the work directed an advanced knowledge of budget, human resources management, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision. Performs other duties as assigned.
