Job Description
Leads, manages and provides oversight of division/branch-related training, information technology, credentials, Freedom of Information Act (FOIA) requests, Management Information System (MIS), Quality Management System (QMS), Safety Management System (SMS), Strategic Initiatives, records retention, program and contractor registrations, inspection scheduling, voluntary disclosures, stakeholder feedback and inquiries. Directs the work of subordinate employees. Defines, plans, and organizes assigned budget, staff and other resources to accomplish objectives for more than one organizational unit/project/program. Managerial duties include strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing staff and organizational capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate. Applies detailed knowledge of programs analysis and evaluates the impact and risk on programs, projects or work activities. Applies knowledge of budget, human resource management and other administrative policies and procedures. Has a comprehensive understanding of the objectives of the major subdivision, the LOB/SO and the FAA. Applies a thorough understanding of the principles of management and strategic planning and integrates the work of more than one organizational unit/project/program to accomplish mission objectives. Coordinates strategic program/project planning, workload tracking and assists with administrative/staff functions (e.g., budget requests, personnel and staffing, logistics, computer support). Develops and recommends approaches to address current and anticipated problems and issues. Serves as the Division Program Manager for FAA's strategic initiatives: Risk-Based Decision Making; the National Airspace System (NAS) Initiative; Global Leadership; and Workforce of the Future. Works to increase the use of data-driven methods to manage risk and proactively identify hazards, in conjunction with enhancing SMS. Improves standardization, data access, data collection, surveillance analytics and modeling integration. Evolves the FAA Oversight model to leverage industry's use of drug abatement safety management principles. Conducts routine surveillance activities to identify weaknesses, analyzes root causes of system deficiencies, examines safety trends, regulatory deficiencies and safety management development in order to become more proactive and predictive through data integration and analysis. Provides broad oversight of the Division's analytical tools and IT needs to include the Automated Risk Calculation (ARC) tool, Compliance and Enforcement Tracking Subsystem (CETS), QMS, Inspection Tracking Tool (ITT), tableau and SharePoint. Ensures the Division's internal and external sites are kept up-to-date, updates procedures and arranges program access for new and existing team members. Maintains the Division's compliance, enforcement and aviation industry database; performs statistical analyses for planning, evaluation and external reporting. With business analyst and team, ensures and oversees the development, implementation and transition from CETS to an enhanced Case Management System for the Division. Provides oversight of the Division's reporting procedures and represents the division in all matters related to the Management Information System reporting (MIS) reporting process. Work is typically governed by established policies, procedures and mission objectives which leave considerable room for discretion. Provides guidance to subordinate employees for preventing and resolving problems without the intervention of higher-level management except where LOB/SO or FAA-wide interests are at stake. Performs other duties as assigned.
