PROGRAM ANALYST (PROJECT MANAGER)

You will oversee the execution of a diverse and complex portfolio of funded activities, managing over 30 projects annually to ensure alignment with the departments mission and priorities. You will collect and rank project proposals based on mission alignment, allocating funding to approved projects, and independently adjust priorities and reallocate resources as needed to meet deadlines and ensure full execution of funding. You will develop new methods and techniques of anticipating long-range needs, resources, and requirements for projects in order to effectively execute outyear financial planning. You will present project budget requirements to the budget submission and NAVAIR shared processes and services and interface with vendors and external agencies to advance program goals and successful implementation. You will manage the $22M annual Energetics Comprehensive Modernization Plan (ECMP), a five-year initiative requiring strict adherence to timelines, objectives, and funding requirements. You will coordinate with Principal Investigators (PIs) to develop multi-year strategic plans for capabilities, addressing risks, infrastructure needs, technological advancements, and funding requirements to achieve full operational capability. You will interpret, clarify, and implement national headquarters and local policies that apply to the project portfolio, and will proactively communicate insights and recommendations for project execution strategies.
