Job Description

The primary purpose of this position is to serve as the agency's senior financial manager and advisor, overseeing all financial operations-including budgeting, accounting, and grants-and providing authoritative financial guidance to ensure effective resource management, compliance with federal requirements, and informed decision-making in support of the agency's mission. Duties performed: Direct and manage the agency's financial operations, including accounting, budgeting, and grants management, ensuring compliance with federal laws, regulations, and policies. Formulate, justify, present, and execute the agency's budget, including preparing budget justifications, monitoring expenditures, and advising leadership on financial planning and resource allocation. Provide expert financial advisory services to senior leadership and stakeholders, analyzing financial data and delivering recommendations to support strategic decision-making and program effectiveness. Oversee financial reporting, reconciliation, and audit coordination, including reviewing financial statements, resolving discrepancies, and serving as the primary liaison for external audits. Develop, implement, and interpret financial management policies and procedures, ensuring effective internal controls and alignment with OMB, Treasury, and other federal guidance.
