Job Description

The Deputy Director, Office of Air Carrier Safety Assurance, is responsible for overseeing air carriers operating under Title 14 of the Code of Federal Regulations (14 CFR) part 121, ensuring aviation safety and compliance. The incumbent provides executive leadership, technical expertise, and strategic counsel to the Director on organizational priorities, operational objectives, policy initiatives, and long-range strategies affecting the certification, oversight, and safety assurance of air carriers and related commercial aviation operations conducted under, or integrally related to, 14 CFR Part 121 within the Flight Standards Service. The Director administers a budget of approximately $3.7M and provides executive direction and oversight to approximately 690 employees, including direct supervision of 3 L-bands. Specific responsibilities include: Investigates accidents, incidents, and possible violations of 14 CFR and ensuring compliance of operators' flight procedures, operating methods, airmen qualifications and proficiency, and aircraft maintenance conducted under, or integrally related to, part 121. Leads enterprise-wide efforts involving Part 121 air carrier and air taxi operations; certificate management and surveillance programs; and accident, incident, and enforcement investigations to ensure effective regulatory oversight and compliance with applicable aviation safety standards. Oversees initiatives related to operators' flight procedures and operating methods, airmen qualifications and proficiency, aircraft maintenance oversight, data-driven safety analysis, and the continuous improvement of safety assurance processes to ensure stakeholder and public needs are proactively and expeditiously met. Creates and maintains a professional network of supporting leaders by collaborating extensively with senior FAA executives, government agencies, industry representatives, and international aviation partners to advance aviation safety objectives, support organizational transformation initiatives, and promote a proactive, data-driven safety culture throughout the National Airspace System.
