BUDGET ANALYST

Interpret appropriations acts, committee reports, rescissions, and reprogramming thresholds; advise leadership on legal constraints and flexibilities. Conducts detailed analyses of grant and loan expenditures, identifies variances, and proposes corrective actions to maintain fiscal integrity. Develops, coordinates, and monitors budget execution plans, ensuring compliance with federal regulations and agency objectives. Develops executive-level reports, scorecards, dashboards and model scenarios to inform resource tradeoffs and risk mitigation. Prepares comprehensive budget formulation documents, analyzing program requirements, historical data, and projected needs to recommend funding allocations.
